The Columbia City Council met for a work session, Wednesday, September 20, 2000, in the City Hall Council Chambers, 1737 Main Street, Columbia, South Carolina. Mayor Robert D. Coble called the meeting to order at 10:00 a.m. Council members present were: The Honorable E.W. Cromartie, The Honorable Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Anne M. Sinclair, The Honorable Hamilton Osborne, Jr., and The Honorable Sam Davis. Also attending were Mr. Michael A. Bierman, City Manager and Ms. Peggy S. Breeland, City Clerk.
1. Public Hearing - Golden Acres Annexation - 10:00 a.m.
Mr. Jim Meggs, City Attorney, explained that the General Assembly imposed in the Spring of 1999 the recent amendments to the annexation laws. He informed Council that under the 75% freeholder petition method, the City must give public notice 30 days in advance of a public hearing. Mr. Meggs stated that the notice for the Golden Acres Annexation ran in The State Newspaper on August 31, 2000.
Mr. Meggs further explained that the City must comply with all procedure requirements. He also stated that the statue further requires a letter of notice be sent to every property owner within the territory. Mr. Meggs stated that although 100% of the signatures have not been obtained, all have been given notice through the U.S. Mail.
Mayor Coble recognized Representative Joe Brown.
Mayor Coble opened the meeting for public comment. No one appeared to speak.
Mayor Coble brought the public hearing to a close.
Upon motion by Ms. Heizer, seconded by Mr. Cromartie, Council unanimously voted to go in to executive session at 10:20 a.m. to received a legal briefing on land contracts.
The meeting was adjourned at 12:00 noon.
