CITY OF COLUMBIA CITY COUNCIL MINUTES
WEDNESDAY, November 15, 2000
 

The City of Columbia City Council met Wednesday, November 15, 2000, at 10:00 a.m. in the City Hall Council Chambers, 1737 Main Street, Columbia, South Carolina. Mayor Robert D. Coble called the meeting to order at 10:05 a.m.  Council members present were:  The Honorable E.W. Cromartie, The Honorable Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Anne M. Sinclair,  and The Honorable Hamilton Osborne, Jr., and The Honorable Sam Davis.  Also attending were Mr. Michael A. Bierman, City Manager and Ms. Peggy S. Breeland, City Clerk.

 
I. ROLL CALL

Council members present at roll call were: Mr. Davis, Ms. Sinclair, Ms. Heizer, Mr. Osborne, and Mayor Coble.  Mr. Cromartie arrived at the meeting at 10:20 a.m.

II. PRESENTATION

A. South Carolina Department of Transportation

This item was presented to Council during work session.  Mr. John Hardee, SCDOT and Mr. Jimmy Chao, Chao Associates, briefed Council regarding the 277 Overpass.

B. Columbia Classical Ballet

Ms. Lee Lumpkin of the Columbia Classical Ballet Board of Directors  appeared before with a request for $20,000 in support for their Outreach Program.

C. The Magic of John Tudor - Make a Wish Foundation

Mr. John Tudor appeared before Council to request support for two benefit shows for The Make A Wish Foundation of South Carolina, Inc.

D. Carolina Carillon Holiday Parade

Ms. Jacqueline Davis-Norris, Chairperson for the Carolina Carillon Holiday Parade, appeared before Council to request support for the Holiday Parade.

Mayor Coble asked that Items B, C, and D be held over until the Council Retreat

III. CONSENT AGENDA

Upon motion by Mr. Cromartie, seconded by Ms. Sinclair, Council unanimously voted to approved the consent agenda as amended.  Add Items D. 1 through 3 - Street Closings.
 
 

 
 
A. CONSIDERATION OF BIDS AND AGREEMENTS

1. Council approved the request to purchase parts for nozzles and hose for the Fire
Department.  Award contract to Slagle Fire Equipment, the low bidder,
at a cost of $17,083.65.

2. Council approved the request to contract with Unisys Corp. to purchase a clear
path computer system for use with existing software for the Information
Technology Department. This will be a sole source procurement at a cost of
$419,246.00.

3. Council approved the request to purchase a backhoe for the Water Distribution
Department.  Award contract to S.C. Tractor & Equipment Co., the low
bidder, at a cost of $48,335.28.

4. Council approved the request approval to purchase uniform shirts for the Fire
Department. Award contract to Wright Johnston, the low bidder, at a cost of
$26,974.50.

5. Council approved the request approval to purchase three pick-up trucks for the
Water Distribution Department.  Award contract to Love Chevrolet, a S.C. State
Vehicle Contract, at a cost of $46,366.01.

B. RESOLUTIONS AND AGREEMENTS

1. Agreement for Engineering Services for Canalside Redevelopment Project.

Council voted to approve this item.

2. Agreement for Architectural/Engineering Services for Site Development Services for
Canalside Project.

Council voted to approve this item.

3. Change Order #1 to Agreement for Engineering Services for Streetscaping
Improvements along Main Street.

Council voted to approve this item.

C. ORDINANCES - SECOND READING

1. Ordinance No. 2000-080 - Annexing 6.01 acres adjacent to Kings Grant
Subdivision, Richland County TMS #16509-01-02.

Council gave second reading approval to Ordinance No. 2000-080.
 
 
 

 
D. STREET CLOSINGS

1.   Council approved the request from Dr. John J. Stucker to close the 900 Block of Gregg
Street on Sunday, December 10, 2000, between the hours of 1:00 p.m. through
6:00 p.m., for a neighborhood block party.

2. Council approved the request from the Richland County Public Library and USCís
College of Library and Information Science to close the block of Hampton Street
between Park Street and Assembly, for annual storytelling activities, Saturday, April
28, 2001, between the hours of 9:30 a.m. through 3:30 p.m.

3. Council approved the request from The Township to close the 1600 block of Henderson
Street and the 1600 Block of Blanding Street for educational performances
between the hours of 7:00 a.m. through 1:00 p.m. on the following dates:
November 21st, 22nd, 28th and December 7th, 8th, 11th.

IV. ORDINANCES - FIRST READING

Upon motion by Ms. Heizer, seconded by Mr. Cromartie, Council unanimously approved Items 1 and 2 on a single motion.

1. Ordinance No. 2000-086 - Annexing 140 Court Road, Richland County TMS #09316-03-
07 (portion).

Council gave first reading approval to Ordinance No. 2000-086.

2. Ordinance No. 2000-087 - Annexing 317 Lost Creek Drive (Lot 12, Lost Creek
Plantation), Richland County TMS #05100-03-89 (portion).

Council gave first reading approval to Ordinance No. 2000-087.

Upon motion by Mayor Coble, seconded by Mr. Cromartie, Council unanimously voted to approve Item 3.  Ms. Heizer did not vote due to a potential conflict of interest on Item 3.

3. Ordinance No. 2000-088 - Authorizing the City of Columbia, South Carolina to Execute
and Deliver an Equipment Lease-Purchase Agreement.

Council gave first reading approval to Ordinance No. 2000-088.

V. APPEARANCE OF PUBLIC HAVING BUSINESS WITH CITY COUNCIL

No one appeared before Council at this time.

Council returned to executive session at 10:50 a.m.
