The City of Columbia City Council met for a District II Evening Meeting on Wednesday, October 15, 2003 in the St. Andrews Middle School Cafeteria, 1231 Bluefield Road, Columbia, South Carolina.  Mayor Robert D. Coble called the meeting to order at 6:10 p.m.  Council members present were The Honorable E. W. Cromartie, II, The Honorable Jim D. N. Papadea, The Honorable Hamilton Osborne, Jr., The Honorable Sam Davis and The Honorable Tameika C. Isaac.  Absent was The Honorable Anne M. Sinclair.  Also present were Charles P. Austin, Sr., City Manager and Ms. Erika D. Moore, City Clerk.

Councilman E. W. Cromartie welcomed everyone to the District II Evening Meeting.

APPROVAL OF MINUTES

1. Minutes of September 29, October 01 and October 08, 2003

Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted unanimously to approve on a single motion the Minutes of September 29, 2003, October 1, 2003 and October 8, 2003.

PRESENTATION

2. Columbia Action Council – Ms. Judy Stringer & Mr. Earl Brown

Mr. Earl Brown, Chairman, presented the Mayor and the members of City Council with a framed portrait illustration of the 2003 Summer Concert Series.

Ms. Judy Stringer, Executive Director, invited the members of Council to the “Autumn at the Mills” Wine Tasting Event on Sunday, October 19, 2003 from 2:00 p.m. until 5:00 p.m.   She also updated the members of Council on the upcoming Veterans Day Parade.

CONSENT AGENDA

Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted unanimously to approve on a single motion the Consent Agenda Items 3. through 18. as amended.

 STREET CLOSING REQUESTS

3.  Council is asked to approve a request from the Department of Veterans Affairs to close Calhoun Street, behind the Salvation Army facility, between Main Street and Assembly Street, on Friday, November 7, 2003 from 7:00 a.m. until 4:00 p.m. for “Stand Down for the Homeless”.  Contact: Ms. Patricia Bradford - Approved
 
4.   Council is asked to approve a request from Gunter’s Chapel Baptist Church to close Belvedere Drive from the entrance at the intersection of Two Notch Road to Belvedere Drive on Sunday, October 18, 2003, from 9:00 a.m. until 5:00 p.m. for the Annual Church Anniversary Family & Friends Day and on Thursday & Friday, October 23 and 24, 2003, from 6:00 p.m. until 10:00 p.m. for the Women’s Annual Revival.  Contact:  Geraldine B. Washington - Approved

5.  Council is asked to approve a request from the Columbia Action Council to close the following list of streets during the specified times on Tuesday, November 11, 2003 for the Annual Veterans Day Parade. - Approved

6.  Council is asked to approve a request from The Township Auditorium to close the 1600 and 1700 blocks of Henderson Street and Blanding Street for the following performances during the dates and times specified.  Contact:  Ms. Sally Roach - Approved

7.   Council is asked to approve a request from the Carolina Sunshine for Children to close Lincoln Street between Gervais Street and Lady Street and Lady Street between Park Street and Gadsden Street on Sunday, October 26, 2003, from 8:00 a.m. until 8:00 p.m.  Contact:  Mr. Pete Thomas - Approved
Resolution No.: R-2003-61 – Authorizing consumption of alcoholic beverages at Fall Rally in the Vista - Approved

8.   Council is asked to approve a request to close the 3200 block of Keenan Drive on Sunday, October 26, 2003, from 12:00 p.m. until 8:00 p.m. for a block party.  Contact:  Mr. Robert Smith - Approved

9.   Council is asked to approve a request to close the 500 block of Capitol Place on Friday, November 7, 2003 from 5:30 p.m. until 10:30 p.m. for an annual neighborhood block party.  Contact:  Ms. Alisa Painter - Approved

10.   Council is asked to approve a request to close Phelps Street in Wheeler Hill on Friday, October 31, 2003 for a Block Party.  Contact:  Ms. Theresa Watts - Approved

11.  Council is asked to approve a request to close Cassina Road between Albion Road and Heathwood Circle on Friday, October 31, 2003 from 4:00 p.m. until 10:00 p.m. for a Halloween Party.  Contact: Ms. Ann Satterwhite - Approved

 11a.  **Council is asked to approve a request from WIS TV to close the 1100 block of Bull Street on Sunday, November 2, 2003 from 10:00 a.m. until 6:00 p.m. for the station’s 50th Anniversary Celebration. Contact:  Ms. Vivian Burnside - Approved

CONSIDERATION OF BIDS, AGREEMENTS AND CHANGE ORDERS

12.   Council is asked to approve the Installation of Plumbing in the City Building at Bull Street and Taylor Street, as requested by the Support Services Division.  Award to A-New Company, the low bidder in the amount of $35,200.00.  This is a MBE / DBE firm located in Columbia. - Approved

13.   Council is asked to approve an Agreement for Engineering Services for Mitigation Plan for Sediment Management at Little Lake Katherine; CIP Project #SD263, as requested by Engineering Operations.  Award to Wilbur Smith Associates in the amount of $49,752.00.  This firm is located in Columbia. - Approved

14.   Council is asked to approve the Purchase of Turkeys and Gift Cards for Employee Christmas Gifts, as requested by Administration.  Award to PYA for the purchase of 2,025 Turkeys in the amount of $17,000.00 and to Piggly Wiggly for the purchase of 2,025 Gift Cards in the amount of $63,787.50.  The total amount of this request is $80,787.50. - Approved
 

15.   Council is asked to approve the Purchase of three (3) Pick-up Trucks and Low Body Trailer, as requested by Water Distribution.  Award the Purchase of two (2) ¾ ton Pick-up Trucks to Butler Chevrolet of Beaufort, SC in the amount of $48,319.48.  Award the Purchase of one (1) ½ ton Pick-up Truck to Love Chevrolet of Cayce, SC in the amount of $12,972.36.  Award the Purchase of one (1) Low Body Trailer to Lee Chevrolet of Columbia, SC in the amount of $28,000.00.  The total amount of this request is $89,291.84 using the S. C. State Vehicle Contract. - Approved

16.   Council is asked to approve the Purchase of Five (5) Heavy Duty Tilt Trailers, as requested by various City Divisions.  Award to Lee Transport, the low bidder, in the amount of $34,361.25 using SC State Contract #02S5134-A8520.  This firm is located in the Midlands. - Approved

 16a. **Council is asked to approve an Employment Contract for the City Manager.  - Approved

ORDINANCES - SECOND READING

17. Ordinance No.: 2003-088 – Granting encroachment to Andrew Clarkson for construction and maintenance of a wrought iron fence and gate with brick knee wall and columns adjacent to his residence at 2330 Wilmot Avenue  - Approved on second reading.

18. Ordinance No.: 2003-090 – Granting encroachment to Hyatt Park Neighborhood Association for landscaping, irrigation, signs and lighting  - Approved on second reading.

CONSIDERATION OF BIDS, AGREEMENTS AND CHANGE ORDERS

Upon motion by Mr. Osborne, seconded by Mr. Papadea, Council voted unanimously to approve on a single motion Items 19. through 21. as presented.

19. Council is asked to approve a request to Upgrade the Efficiency of the Windows in City Hall, as requested by Support Services.  Award to Shenandoah Restorations, Inc., in the amount of $164,736.00.  This firm is located in Irmo, SC.  - Approved

20.   Council is asked to approve Change Order #1 to Agreement for Engineering Services for SCADA System Improvements at the Metro Plant and Remote Pumping Stations; CIP Project #SS789A, B and C, as requested by Engineering Operations.  Award to P. B. Barber and Associates, in the amount of $108,500.00. - Approved

21.   Council is asked to approve a Water Main Extension Agreement between South Carolina 2 Student Housing, LP and the City for National Guard Road Apartment Project; CF# 272-07, as requested by Engineering Operations.  The construction of approximately 270 linear feet of 8” water line from an existing water main in National Guard Road are required to provide water service to the development.  The estimated cost of Construction is $20,006.00.  - Approved

SECOND READING ORDINANCE

22. Ordinance No.: 2003-054 – Amending the 1998 Code of Ordinances of the City of Columbia, South Carolina, Chapter 17, Planning, Land Development and Zoning, Article V, Historic Preservation and Architectural Review, Division 4, Landmarks, Sec. 17-681, Districts identified, (b) Architectural conservation district to add (3)

Upon motion by Mr. Osborne, seconded by Mr. Papadea, Council voted unanimously to approve on second reading Ordinance No.: 2003-054 - Amending the 1998 Code of Ordinances of the City of Columbia, South Carolina, Chapter 17, Planning, Land Development and Zoning, Article V, Historic Preservation and Architectural Review, Division 4, Landmarks, Sec. 17-681, Districts identified, (b) Architectural conservation district to add (3).  Mr. Cromartie and Ms. Isaac abstained from voting due to a conflict of interest.

Upon motion by Mr. Osborne, seconded by Mr. Papadea, Council voted unanimously to approve on a single motion Items 23. through C. as amended.

ZONING MAP AMENDMENTS

23. 03-28 MA Fountain Lake Way (East Lake Subdivision, Phase V), TMS#16310-01-04; 16310-01-20(p); 16311-02-05; rezone from C-3 to PUD-R.  – Approved on second reading.

24. 03-31 MA Byron Road and Wormwood Lane, TMS#16406-06-07(p) and 08(p); rezone from C-1 to PUD-R.  03-31 MA Byron Road and Wormwood Lane, TMS#16406-06-07(p) and 08(p); rezone from C-1 to PUD-R. – Approved on second reading.

25. 03-32 MA Jacobs Mill Pond Road, TMS#28800-01-09(p); rezone from PUD-2 to PUD-R.   - Approved on second reading.

Ordinance No.: 2003-077 – Annexing 21 +/- acres, Woodcreek Farms – Interstate Apartments, Spears Creek Church Road (Frontage Road), portion of Richland County TMS#28800-01-09 – Approved on second reading.

26. 03-35 MA 110 South Edisto Avenue, TMS#11310-14-15; rezone from RS-3 to PUD-R. – Approved on second reading.
 
27. 03-37 MA 301-03 Whaley Street, TMS#08812-01-09; rezone from RG-2, PD to PUD-R, PD. – Approved on second reading.

28. 03-38 MA Spears Creek Church Road, Earth Road, and Clemson Road, TMS#25700-04-02 and TMS#25700-02-01; rezone from RS-1 to C-1, C-2, C-3 and RG-2. – Approved on second reading.

Ordinance No.: 2003-075 – Annexing parcels at Spears Creek Church Road, Earth Road and Clemson Road, Richland County TMS #25700-04-02 and 25700-02-01- Approved on second reading.

The following properties have been recently annexed into the City of Columbia with no zoning change.  This action is for confirmation of zoning classification only.

29. 03-39 MA Coatesdale Road, TMS# 16307-09-11; confirm RS-2 zoning. – Approved on second reading.

30. 03-40 MA 813 Leesburg Road, adjacent property, and Pepper Street (SE Professional Plaza), 1.64 acre parcel (Parcel A), 1.41 acre parcel (Parcel B), and 0.35 acre parcel (Parcel C), TMS#16407-08-01, 02, 03, 16407-09-03, 04; confirm C-3 zoning.  – Approved on second reading.

Upon motion by Mr. Osborne, seconded by Mr. Papadea, Council voted unanimously to approve on a single motion Items D. through F. as presented.

RESOLUTIONS

D. Resolution No.: R-2003-059 – Release and Abandonment of a Portion of the City’s Existing 15’ Water Main Easement along Richland County TMS#23300-03-06 (portion); Lake Carolina Elementary School; CF#259-07A & CF#259-07 - Approved

OTHER MATTERS

E. Council is asked to approve the Commercial Revolving Loan Fund Annual Plan Certification for Economic Development Administration. - Approved

F.  Council is asked to approve a request for the Destruction of 413 Narcotics, as requested by the Columbia Police Department Property Unit. - Approved
