CITY COUNCIL WORK SESSION MINUTES

The City of Columbia City Council met for a Work Session on Wednesday, October1, 2003 in the City Hall Council Chambers at 1737 Main Street, Columbia, South Carolina.  Mayor Robert D. Coble called the meeting to order at 9:11 a.m.  Council members present were The Honorable Jim D. N. Papadea, The Honorable Anne M. Sinclair, The Honorable Hamilton Osborne, Jr., The Honorable Sam Davis and The Honorable Tameika C. Isaac.  Absent was The Honorable E. W. Cromartie, II.  Also present were Mr. Charles P. Austin, Sr., City Manager and Ms. Erika D. Moore, City Clerk.

**Mayor Coble presented a Key to the City of Columbia to Mr. Mike Ramsey of The State Newspaper.  Mr. Ramsey is relocating to Detroit, Michigan.

CITY COUNCIL DISCUSSION / ACTION

A. Vista Connection Pilot Project – Mr. J. T. McLawhorn, Jr., Columbia Urban League of the Midlands President & Chief Executive Officer

Mr. J. T. McLawhorn, Jr., President & CEO, stated that since 1967 the Columbia Urban League’s primary mission has always been to promote equal opportunity.  He explained that the Vista Connection Pilot Project would identify qualified individuals that could be referred to establishments in the Vista for employment opportunities.  Mr. McLawhorn described the program as a short-term intervention strategy not a degree or certification program.

Ms. Cynthia Hardy, Vice-President, stated that they would work with fifty- (50) students from local Historically Black Colleges and Universities and business owners in the hotel and restaurant industry.  She explained that they have similar modules currently in place that would produce immediate results.  Ms. Hardy indicated that the Urban League would be responsible for recruiting, assessing, counseling, and referral services in hopes of developing a partnership between the Colleges, Vista business owners and the Columbia Urban League of the Midlands.

Upon motion by Ms. Isaac, seconded by Mr. Davis, Council voted unanimously to endorse the concept of the Vista Connection Pilot Project; authorized staff to review the request; and directed the Columbia Urban League to solicit a partnership with the Restaurant Association and the Vista Guild.  All findings and recommendations should be presented to Council for consideration.

B. Hospitality Tax Funding Recommendations – Ms. Libby Gober, Senior Executive Assistant

Ms. Libby Gober, Senior Executive Assistant explained that the Hospitality Tax Advisory Committee was not able to recommend funding at this time for organizations that did not receive Community Promotions funding.  She stated that the committee’s decision was based on the fact that they haven’t had the opportunity to review other applications that were submitted for Hospitality Tax funding.

Upon motion by Mayor Coble, seconded by Ms. Sinclair, Council voted unanimously to approve the allocation of Hospitality Tax funding in the total amount of $335,500.00 for various organizations that did not receive Community Promotions funding strictly because they were eligible for Hospitality Tax funding.

C. Community Promotions Funding Recommendations – Ms. Libby Gober, Senior Executive Assistant
 This item was held over, no action was taken.

D. Trolley Funding  - Ms. Libby Gober, Senior Executive Assistant

Upon motion by Mayor Coble, seconded by Mr. Davis, Council voted unanimously to approve the allocation of Accommodations Tax funding to the Historic Columbia Foundation in the amount of $3,000.00 and to the University of South Carolina Department of Sports and Entertainment Management in the amount of $6,000.00 to cover unanticipated trolley rental expenses.

Upon motion by Mr. Davis, seconded by Mr. Papadea, Council voted unanimously to approve the following meeting schedule for November / December 2003 and January 2004.

· Mayor Coble adjourned the Work Session at 9:58 a.m. to convene the regular meeting.

· Mayor Coble reconvened the Work Session at 11:10 a.m.

Upon motion by Mayor Coble, seconded by Mr. Papadea, Council voted unanimously to go into Executive Session at 11:11 a.m. to discuss Items F. through I. as amended.

EXECUTIVE SESSION DISCUSSION

F. Discussion of the employment of an employee

 These items were discussed in Executive Session no action was taken.

G. Discussion of negotiations incident to proposed contractual arrangements

H. Receipt of legal advice, which relates to a matter covered by attorney-client privilege
- Richland County Detention Center Per Diem Charges

 This item was discussed in Executive Session no action was taken.

· Mayor Coble adjourned the Executive Session to reconvene the Work Session at 1:33 p.m. for the discussion of Hospitality Tax funding.  Mr. Osborne was not present for this discussion.

J. ** Hospitality Tax Funding

Upon motion by Ms. Sinclair, seconded by Mr. Davis, Council voted unanimously to allocate $1.5 million of Hospitality Tax funding received to fund a bond issue that would cover numerous capital projects for the City of Columbia.   Council will continue discussions regarding Hospitality Tax funding at a later date.

Mayor Coble adjourned the meeting at 2:40 p.m.
