Work Session
WEDNESDAY, August 30, 2000

The Columbia City Council met for a work session, Wednesday, August 30, 2000, in the Council Conference Room.  Mayor Robert D. Coble called the meeting to order at 9:10 a.m.  Council members present were:  The Honorable E.W. Cromartie, The Honorable Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Hamilton Osborne, Jr., and The Honorable Sam Davis.  Also attending were Mr. Michael A. Bierman, City Manager and Ms. Peggy S. Breeland, Ctiy Clerk.

1. Review of 10:00 A.M. Agenda

Mr. Bierman reviewed the 10:00 a.m. Public Hearing Agenda.  Mr. Chip Land discussed details regarding the two zoning map amendments  and a residential care home application on the public hearing agenda.

Ms. Heizer wants to approve funding for two October events - Eau Claire Renaissance Faire and Blues Festival and would like Council to consider approving first quarter funding.

2. St. Lawrence Place Request for Assistance

Ms. Joyce Down appeared before Council and asked for consideration of a $10,000 one time funding request for playground equipment for St. Lawrence Place, a home for homeless families in Columbia.

Mr. Osborne asked if the City could provide in-kind services.

Mr. Papadea asked that $5,000 cash and $5,000 in-kind services be considered.

3. Appointments

Upon motion by Mr. Davis, seconded by Mr. Papadea, Council unanimously approved the appointment of Mr. James Hildebrand to the Planning Commission.

Ms. Heizer asked Council to consider the Design Review Committee appointments and wants to know if the quorum can be changed through a resolution. Council agreed to review appointees and make selections as soon as possible.

4. Community Promotions and Accommodations Tax Discussion

Council discussed community promotions and accommodations tax funding.  Upon motion by Ms. Heizer, seconded by Mr. Papadea, Council unanimously voted to approve the following funding:  Eau Claire Renaissance Faire receive $25,000 and the Cultural Council receive $20,000 both from the general fund contingency.  All other requests remain the same as in the FY 1999-2000 budget with the following additions; $1,500 for Ebony Dance Troupe, $5,000 for Double Dutch Forces, $10,000 for Word of Mouth for the Blues Festival, and $10,000 additional funding for the Columbia Cultural Council.

5. Council agreed to discuss the following items in executive session after the regular meeting at  10:00 a.m.

a. 3 Rivers Greenway Property Acquisition
b. Mainstream Proposal
c. Katherine Tremmenal Travel Reimbursement

Council went into the regular meeting at 10:05 a.m.
 
 

Council returned to work session at 11:10 a.m.

Upon motion by Mr. Osborne, seconded by Mr. Papadea, Council unanimously voted to give first reading approval to Ordinance No. 2000-068 - Authorizing executive of a Quit Claim Deed for unopened streets in the area bounded by the Congaree River on the west, Huger Street on th eeast, Gervais Street on the north and Blossom Street on the south.

Council went into executive session at 11:15 a.m.  The meeting was adjourned at 12:30 p.m.
