CITY OF COLUMBIA CITY COUNCIL MINUTES
WEDNESDAY, August 30, 2000
 

The City of Columbia City Council met Wednesday, August 30, 2000, at 10:00 a.m. in the City Hall Council Chambers, 1737 Main Street, Columbia, South Carolina.  Mayor Robert D. Coble called the meeting to order at 10:05 a.m.  Council members present were: The Honorable E.W. Cromartie, The Honorable Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Hamilton Osborne, Jr., and The Honorable Sam Davis.  Also attending were Mr. Michael A. Bierman, City Manager and Ms. Peggy S. Breeland, City Clerk.

1. ITEMS FOR COUNCIL APPROVAL

A. ZONING MAP AMENDMENTS - Public Hearing - 10:00 a.m. City Council
Chambers

1. #00-27 MA.  822, 907, 910 & 4 vacant lots on Carola Ave., 3 vacant lots
on Barton St., and vacant lot on Pinner Road, TMS 11701-12-22; 9313-6-
10, 11; 9313-7-2,3,4,6; 9216-7-1,2; 9216-5-4; and 9313-6-2.  Rezone
from RS-2 & RS-3) Single Family Residential0 to PUD-R (Planned Unit
Development - Residential).

Mr. Chip Land reviewed the request to rezone 822, 907, 910 & 4 vacant lots on Carola Ave., 3 vacant lots on Barton St., and a vacant lot on Pinner Road from RS-2 & RS-3 to PUD-R.

Mayor Coble opened the meeting for public comment.  No one appeared to speak in favor nor against the request.

Upon motion by Ms. Heizer, seconded by Mr. Davis, Council unanimously voted to give first reading approval to rezone 822, 907, 910 & 4 vacant lots on Carola Ave., 3 vacant lots on Barton St., and a vacant lot on Pinner Road from RS-2 & RS-3 to PUD-R.

2. #00-44 MA.  Woodcross Drive at Fernandina Court (13.35 acres), TMS
04911-06-01; 4910-02-01; & Lexington Map 2898-03-19.  Annexation
with rezoning from PUD-2 in the County to PUD-LS with plan amendment
to allow multi-family residential in City.

Mr. Chip Land reviewed the request to annex with rezoning of Woodcross Drive at Fernadina
Court, from PUD-2 in the County to PUD-LS with plan amendment to allow multi-family residential in the City.

Mayor Coble opened the meeting for public comment.

Mr. John Kelser, Executive Director of the Harbison Community Association, spoke in favor of the annexation and rezoning.

 
Upon motion by Ms. Heizer, seconded by Mr. Davis, Council gave first reading approval to rezone and annex property on Woodcross Drive at Fernadina Court.  Mr. Papadea did not
vote on this item due to a potential conflict of interest.

 
B. STREET CLOSING

1. Request from Five Points Association, to close certain entrances to
Saluda Avenue and to approve Resolution No. 2000-048, Authorizing the
Sale and Consumption of Alcoholic Beverages in a designated area for
the After Five Concert Series, for Eight (8) Wednesdays during their Fall
concert series, from September 6, through October 25, 2000, between
the hours of 6:00 p.m thru 9:00 p.m.

Upon motion by Ms. Heizer, seconded by Mr. Papadea, Council voted to approve the request from the Five Points Association to close certain entrances to Saluda Avenue.

C. ORDINANCES - First Reading

1. Ordinance No. 2000-068 - Authorizing execution of Quit Claim Deed for
unopened streets in the area bounded by the Congaree River on the
west, Huger Street on the east, Gervais Street on the north and Blossom
Street on the south.

Council asked that Item C.1 be held until after the executive session.

3. RESIDENTIAL CARE HOME APPLICATION

1. Request from Nadine L. Dreher to operate a residential home care facility
located at 5014 Colonial Drive (Columbia College Area), TMS #11608-17-6,
