Work Session
WEDNESDAY, August 23, 2000

The Columbia City Council met in a work session Wednesday, August 23, 2000, in the City Council Conference Room, 1737 Main Street. Mayor Robert D. Coble called the meeting to order at 9:10 a.m.  Members of Council present were: The Honorable E. W. Cromartie, II, The Honorable Jim Papadea, The Honorable Anne M. Sinclair, The Honorable Mr. Hamilton Osborne, Jr., and The Honorable Sam Davis.  Also attending were Mr. Michael A. Bierman, City Manager and Ms. Pamela J. Ferst, Acting City Clerk.

I. PRESENTATIONS

A.  Eric Davis - Street Painting

This item was held over, no action was taken.

B.  St. Lawrence Place

This item was held over, no action was taken.

II REVIEW of REGULAR AGENDA

Mr. Bierman reviewed the regular agenda.

III. CELL TOWERS and BILLBOARDS - INVENTORY PRESENTATION

Mr. Alex Rikard of the Benchmark, Corporation and Mr. Nathaniel “Chip” Land, Planning/Zoning Administrator gave Council a power point presentation on the quantity, size, and location of cell towers and billboards within the City limits and those located at the City’s gateways.

IV QUARTERLY COUNCIL MEETING

The quarterly district meeting has been scheduled for 6:30 p.m. on September 20, 2000 at Columbia College.  This meeting will be held in Councilman Sam Davis’ district.

Mr. Bierman also announced that the Columbia White Water Kids Club kick-off sponsored by the River Alliance will held on September 07, 2000 at 4:00 p.m. in the Maxcy Gregg Park
 

 

V. APPOINTMENTS

1. Planning Commission

Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted unanimously to approve the reappointments of Mr. Eric Montgomery and Mr. Joel Marshall Hoefer to the Planning Commission.

Upon motion by Ms. Sinclair, seconded by Mr. Papadea, Council voted unanimously to approve the appointment of Ms. Diana R. Ridgeway to the Planning Commission.

VI.    ORDINANCE - First Reading

1. Ordinance No. 2000-062; Granting encroachment to A Self Storage for landscaping of the right of way area in the 2800 block of Marion Street adjacent to its business.
