CITY COUNCIL CHAMBERS

 The City of Columbia City Council conducted a regular meeting on Wednesday, July 20, 2005, in the City Council Chambers at 1737 Main Street, Columbia, South Carolina.  The Honorable Mayor Robert D. Coble called the meeting to order at 10:09 a.m.  The following City Council members were present:  The Honorable E.W. Cromartie, II, The Honorable Anne M. Sinclair, The Honorable Hamilton Osborne, Jr., The Honorable Sam Davis, The Honorable Tameika Isaac Devine and The Honorable Daniel J. Rickenmann.  Also present were Mr. Charles P. Austin, Sr., City Manager and Ms. Erika D. Salley, City Clerk.

PRESENTATIONS

1. Firefighter Appreciation Month Proclamation Fire Chief Bradley Anderson, Columbia Fire Department

Chief Bradley Anderson, Columbia Fire Department, announced that the Columbia Fire Department raised $117,000.00 for the Muscular Dystrophy Association during the 2004 Boot Drive.  He said that it was the largest amount raised in the southeastern Untied States last year. Chief Anderson thanked the Mayor, City Council, the City Manager and the citizens of Columbia for their support.  He introduced Rescue Company One, Ladder Company Nine, Captain Eddie Baughman, Mr. Tom Carson of the MDA and Mr. Dave Aiken of WOLO.

Mayor Coble proclaimed August as Firefighter Appreciation Month in the City of Columbia.

CONSENT AGENDA

Upon motion by Mr. Cromartie, seconded by Ms. Sinclair, Council voted unanimously to approve on a single motion the Consent Agenda Items 2. through 29. as presented.

STREET CLOSINGS

2.  Council is asked to approve a request from Historic Columbia Foundation to close Richland Street between Bull Street and Marion Street and Marion Street between Richland Street and Calhoun Street on Saturday, August 27, 2005 from 7:00 a.m. until 9:00 p.m. for the Annual Jubliee Celebration at the Mann-Simmons Cottage.  Contact: Ms. Robin Waites, Executive Director - Approved

3.  Council is asked to approve a request to close Cindy Drive at Ronald Lane on Monday, September 5, 2005 from 9:00 a.m. until 7:00 p.m. for a Neighborhood Party.  Contact:  Ms. Betty Hopkins-McFadden, Acting Secretary - Approved

4.  Council is asked to approve a request to close Ryan Avenue between Glenn Avenue and Miriam Avenue on Friday, August 5, 2005 from 3:00 p.m. until 7:00 p.m. for a Youth Back-to-School Party.  Contact:  Dr. Martha Brown - Approved

CONSIDERATION OF BIDS AND AGREEMENTS

5.  Council is asked to approve a 2005 CANDO Cooperative Agreement Amendment between the City of Columbia and the Arsenal Hill Neighborhood Organization for the reallocation of $2,026.81 in funds originally awarded to install park benches at the corner of Gadsden Street and Blanding Street.  The funds will be utilized to (1) replace fencing at the corners of Wayne Street and Laurel Street and Wayne Street and Richland Street; (2) purchase signs to announce monthly neighborhood meetings; and (3) for expenses related to National Night Out. - Approved

6.  Council is asked to approve the Purchase of Two (2) Utility Bodies for 84 Cab to Axle Chassis, as requested by Water Distribution.  Award to Lee Transport, using the S.C. State Contract, in the amount of $14,284.56.  Funding Source: 5516203-658500 - Approved

7.  Council is asked to approve the Purchase of One (1) Lot of Trees, as requested by the Forestry and Beautification Department.  Award to John Deer Landscaping, the lowest bidder, in the amount of $14,525.00.  This firm is headquartered in Raleigh, NC, but operates a local branch in Columbia, SC.  Funding Source:  GL-1011219-627300 - Approved

8.  Council is asked to approve the Purchase of Microsoft Licensing for Fifty (50) additional users of the Software System, as requested by Information Technology.  Award to Software House Inc., as part of the Microsoft Enterprise Agreement, in the amount of $25,000.00.  This firm is located in Raleigh, NC.  Funding Source: 6218950-638200 - Approved

9.  Council is asked to approve Janitorial Services for Twelve (12) Park Buildings, as requested by the Parks and Recreation Department.  Award to Zap Pro Cleaning, LLC, the lowest acceptable bidder, in the amount of $41,420.00.  This firm is located in Winnsboro, SC.  Funding Source: 1015104-638100 - Approved

10.  Council is asked to approve Renovations to the City Building at 1612 Bull Street, as requested by the Support Services Division.  Award to Konstruction Services, Inc., the lowest acceptable bidder in the amount of $51,972.00.  This firm is located in White Rock, SC.  Funding Source: 1011201-659300 - Approved

Upon motion by Ms. Sinclair, seconded by Mr. Davis, Council voted unanimously to approve on a single motion Items 30. through E. as presented.

30. Council is asked to approve the Purchase of Radios and Antennas for the Leap Project, as requested by the Columbia Police Department.  Award to Motorola, using the S.C. State Contract, in the amount of $75,609.22.  This firm is located in Sumter, SC.  Funding Source: 1012402-657800 - Approved

31. Council is asked to approve Change Order #3 WM3794, as requested by the Engineering Department. Award to Carolina Tap and Bore, Inc. in the amount of $77,610.00.  This Change Order is necessary to compensate the contractor for the removal and installation of additional 420 of 16 Ductile Iron Water Main along Killian Road and the proposed Clemson Road Extension.  This firm is located in W. Columbia, SC.  Funding Source:  Water Improvement Fund - Approved

A. Council is asked to approve the Purchase of Two (2) Vehicles Chassis with PTO Driven Air Compressors Installed, as requested by Water Distribution. Award to Burns Automotive, the low bidder, in the amount of $113,490.00. This firm is located in Rock Hill, SC.  Funding Source: 5516203-658500 - Approved

B. Council is asked to approve Change Order #1 for the Metro Wastewater Treatment Plant Renovations and Additions, as requested by Engineering.  Award to Ideal Construction in the amount of $169,552.00. This firm is located in White Rock, SC.  Funding Source: Sewer Improvement Fund - Approved

C. Council is asked to approve the Purchase of a Vac Truck, as requested by the Street Division.  Award to Public Works Equipment, the low bidder meeting specifications, in the amount of $219,517.20. This firm is located in Monroe, NC.  Funding Source: 5513202-631700 - Approved

D. Council is asked to approve Janitorial Services Contracts for Various City Buildings, as requested by the Support Services Division.  Award to the low acceptable bidders as outlined below in the total amount of $373,475.52 for a two (2) year period.  All vendors are Minority Business Enterprises and are located in the Midlands.  Funding Source:  Support Services Budget - Approved
