Work Session
WEDNESDAY, July 19, 2000

The City of Columbia City Council met for a work session, Wednesday, July 19, 2000, in the City Hall Council Conference Room, 1737 Main Street.  Mayor Robert D. Coble called the meeting to order at 9:00 a.m. Council Members present were: The Honorable E. W. Cromartie, III, The Honorable Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Anne M. Sinclair, The Honorable Hamilton Osborne, Jr., and The Honorable Sam Davis.  Also attending were Mr. Michael A. Bierman, City Manager, Ms. Peggy Breeland, City Clerk and Ms. Pamela J. Ferst, Acting City Clerk.

I HOPE VI PRESENTATION

Councilman Cromartie along with the Columbia Housing Authority gave a power point presentation on HOPE VI Projects in the cities of Portsmouth, Virginia and Columbus, Ohio.
Mr. Cromartie said he learned that the developer of the Portsmouth project was the Cornerstone Development Company  which is also the developer being considered for Columbia’s project.  He stated at that point he contacted Mr. Gilbert, Walker, Director of the Columbia Housing Authority and they developed a set of questions to ask to ask the City of Portsmouth regarding Cornerstone.  Mr. Cromartie reported that he met with the City of Portsmouth’s Hope IV Director and the Director of the Housing Authority for four (4) hours and was very well pleased with the information he gathered.  Mr. Cromartie also visited the site of their Hope IV project.

During Mr. Cromartie’s trip to Columbus, Ohio for the Empowerment Zone, he had the opportunity to visit their Hope IV Project called “Four Corners.”  Mr. Cromartie said that it was beautiful with landscaping and underground wiring and that they had home ownership  integrated with rental property and that you couldn’t tell the difference.  He was informed that previously “Four Corners” was flooded with drug dealers selling from all four corners.

Mr. Cromartie also stated that at the Empowerment Zone meeting he spoke with a Council member from the City of Winston-Salem, North Carolina regarding their HOPE IV Project.  He was informed that they are having tremendous problems and that they have not been able to get the right developer and wished they had Cornerstone.

II REVIEW OF AGENDA

Mr. Bierman reviewed the regular agenda.

III APPOINTMENTS

 
1. Central Midlands Council of Governments

Upon motion by Mr. Papadea, seconded by Mr. Cromartie, Council voted unanimously to approve the appointment of Mr. Robert Nance to the Central Midlands Council of Governments.  Ms. Heizer and Mr. Osborne were not present for the vote.

IV STEEL PALMETTO TREE PROJECT

Upon a request from Chernoff Silver, the City has agreed to :

1. Collect and deliver the trees to the State Fairgrounds between September 24 and September 28.
2. Provide some funding for tourist brochures estimated to cost between $500 and $7500 dollars.

1. Arrange trolley tours to the tree sites.

Mayor Coble directed the City Manager to do what is necessary.

V ORDINANCES - First Reading

1. Ordinance No. 2000-052 - Amending the 1998 Code of Ordinances of the City of Columbia, South Carolina, Chapter 1, General Provisions, Sec. 1-5, General penalty; continuing violations

Upon on motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted unanimously to approve on first reading, Ordinance No. 2000-052 - Amending the 1998 Code of Ordinances of the City of Columbia, South Carolina, Chapter 1, General Provisions, Sec. 1-5, General penalty; continuing violations.  Ms. Heizer was not present for the vote.

VI  CANAL PLANT EXPANSION BID

This item was held over, no action was taken.

VII CONTRACT and LEGAL MATTERS

A. Canalside Contract
B. SCANA Negotiations
C. Olympia Negotiations
D. Judges

 
Upon motion by Mayor Coble, seconded by Mr. Cromartie, Council voted unanimously to go into executive session to discuss the appointment of Municipal Court Judges.  Ms. Heizer and Mr. Davis were not present for the vote.

No action was taken on items VIII. A. through C. at this time.

Council adjourned to the City Hall Council Chambers for the regularly scheduled meeting at 10:00 a.m.
