The City of Columbia City Council met in a Work Session on Wednesday, May 08, 2002, in the City Hall Council Conference Room, 1737 Main Street, Columbia, South Carolina.  Mayor Robert D. Coble called the meeting to order at 9:09 a.m.  Council members present were The Honorable E.W. Cromartie, II, The Honorable Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Anne M. Sinclair, The Honorable Hamilton Osborne, Jr. and The Honorable Sam Davis.  Also present were Ms. Leona K. Plaugh, City Manager and Ms. Erika D. Moore, Deputy City Clerk.

REVIEW PUBLIC HEARING AGENDA

The City Manager reviewed the Zoning Public Hearing agenda items with the Mayor and members of Council.

The Work Session meeting was suspended at 10:02 a.m. when Mayor Coble convened the Zoning Public Hearing in Council Chambers at 10:11 a.m.

Mayor Coble reconvened the Work Session at 11:16 a.m. after adjourning the Public Hearing.

CITY COUNCIL DISCUSSION / ACTION

A. Phase I - Columbia Metropolitan Convention Center Southeast Vista District Infrastructure Improvements - Mr. Steve Gantt, Special Projects

Mr. Steve Gantt, Special Projects, provided Council with the results for Phase I bidding of the Southeast Vista Infrastructure Improvements.  Mr. Gantt stated that bids for Phase I were accepted on April 25, 2002 and twenty-one (21) valid responses were received.  There was 37% female participation and 10% minority participation.

B. Proposed General Fund Budget Fiscal Year 2002 / 2003

Ms. Leona Plaugh, City Manager, presented Council with budget reduction options that would add fourteen (14) police officers and nine (9) firefighters to the Fiscal Year 2002 / 2003 General Fund Budget.

TRAFFIC ISSUES

C. Hollywood / Rosehill Neighborhood - Painted Yellow Curb
 This item was held over, no action was taken.

D. Bellevalley Lane and Emily Lane Intersection - Multi-Way Stop Request
 This item was held over, no action was taken.

Upon motion by Mr. Papadea, seconded by Mr. Cromartie, Council voted unanimously to go into Executive Session at 12:33 p.m. to discuss Burton School, RTA Deal Points, Animal Care contract with Richland County, funeral processions legal briefing, legal claim regarding a fallen tree, personnel matter and a legal briefing on a proposed ordinance regarding parking in front yards.

Mayor Coble distributed memos to Council for discussion concerning a draft of the job description for the Joint Planning Director, potential projects and a location for the one-stop shop.

I. *Agreement between RTA and Columbia
 This item was discussed in Executive Session, no action was taken.

· Mayor Coble left the meeting at 1:58 p.m.

· Mayor Pro-Tem Sam Davis presiding.

· Ms. Heizer left the meeting at 2:30 p.m.

Mayor Pro-Tem Sam Davis adjourned the Work Session at 2:40 p.m.
