The Columbia City Council met for a work session, Wednesday, March 14, 2001, in the Council Conference Room.  Mayor Robert D. Coble called the meeting to order at 9:05 a.m.  Council members present were:  The Honorable E. W. Cromartie, The Honorable Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Anne M. Sinclair, and The Honorable Hamilton Osborne, Jr., and The Honorable Sam Davis.   Also attending were Ms. Leona K. Plaugh, City Manager and Ms. Peggy S. Breeland, City Clerk.

I. Review of Zoning Public Hearing Agenda

1. 00-69 MA.  1100 Kinley Road & 100 Gaillard Street, TMS 5000-6-2 & 3; annex and
rezone from D-1 to C-1.

Upon motion by Mr. Papadea, seconded by Ms. Sinclair, Council voted unanimously to approve 00-69 MA.  1100 Kinley Road & 100 Gaillard Street, TMS 5000-6-2 & 3; annex and
rezone from D-1 to C-1.

 2. 00-73 MA.  4540 Trenholm Road (rear lot), TMS 13914-1-8; rezone from RS-1 to
PUD-R.

Upon motion by Mr. Papadea, seconded by Mr. Osborne, Council voted unanimously to approve 00-73 MA.  4540 Trenholm Road (rear lot), TMS 13914-1-8; rezone from RS-1 to
PUD-R.

 3. 00-74 MA.  4801 Anderson Street, TMS 9216-6-2; rezone from RS-3 to RD.

Upon motion by Mr. Davis, seconded by Mr. Papadea, Council voted unanimously to approve
00-74 MA.  4801 Anderson Street, TMS 9216-6-2; rezone from RS-3 to RD.  Ms. Sinclair did
not vote on this item due to a potential conflict of interest.

4. 01-01 MA.  1206-1220 Oak St. and portions of 2304-06 Lady & 2311 Gervais St., TMS 11410-1-28, 29, 2p & 24p; rezone from RG-2 to C-1.

Council held this item over, no action was taken.

The following properties were recently annexed into the City of Columbia with no zoning
change.  This action is for confirmation of zoning classification only.

Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted unanimously
approve Items 5 - through 11.

 5. 01-02 MA.  3305 Lyles Street, TMS 09106-03-07, confirm RG-2 zoning.
 6. 01-03 MA.  1032 Lancaster Street, TMS 09106-03-03, 16, confirm RG-2 zoning.
 7. 01-04 MA.  140 Court Road, TMS 09316-3-7(p), confirm M-1 zoning.
 8. 01-05 MA.  317 Lost Creek Drive, TMS 05100-03-89(p), Lot 12, confirm RS-1
zoning.
 9. 01-06 MA.  2133 Apple Valley Road, TMS 07502-01-05, confirm RG-1 zoning.
10. 01-07 MA.  1320 Elmtree Drive, TMS 16414-09-02, confirm C-3 zoning.
 
11. 01-08 MA.  S/S Garners Ferry Road, TMS 16409-05-14(p), confirm C-3 zoning.

TEXT AMENDMENT

To add Division 13 to Article 3 of the Zoning Ordinance addressing Landscaping and Tree
Preservation requirements.

Council accepted this as information.

2. Items for Council Review:

A. Contracts and Bids

1. Change Order #1 with Ideal Construction Co., Inc.

Upon motion by Ms. Heizer, seconded by Ms. Sinclair, Council voted unanimously to approve
a request for a Change Order #1 with Ideal Construction Co., Inc.  This change order will
increase amount of traffic control lump sum bid by $14,534.00.  Traffic control has changed
several times during the beginning stages of the project.  Revised contract price is
$237,191.00.

2. Emergency Repair Request - Ladder Truck Repairs

Upon motion by Ms. Heizer, seconded by Mr. Cromartie, Council voted unanimously to
approve an emergency repair request for Ladder 8 at a price of $11,526.93.  Previous testing
recommended several major repairs to insure that ladder apparatus are safe to operate in an
