The City of Columbia City Council met for a Work Session on Wednesday, January 21, 2004 in the City Hall Council Chambers at 1737 Main Street, Columbia, South Carolina.  Mayor Robert D. Coble called the meeting to order at 9:06 a.m.  Council members present were The Honorable E. W. Cromartie, II, The Honorable Jim D. N. Papadea, The Honorable Anne M. Sinclair, The Honorable Hamilton Osborne, Jr., The Honorable Sam Davis and The Honorable Tameika Isaac Devine.  Also present were Mr. Charles P. Austin, Sr., City Manager and Ms. Erika D. Moore, City Clerk.

APPOINTMENTS

A1. **Central Midlands Council of Governments

Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted unanimously to approve the appointment of Ms. Cathy Novinger to the Central Midlands Council of Governments for a term of three (3) years to expire on June 15, 2007.  Ms. Sinclair was not present for the vote.

B. Accommodations Tax Advisory Committee

Upon motion by Ms. Sinclair, seconded by Mr. Osborne, Council voted unanimously to approve the reappointment of Mr. Bill Ellen, Mr. Tony Tam, Mr. Ron Jones, Ms. Dianne Light, Ms. Harriett Green, Ms. Wendi Nance (Chair) and Mr. J. B. Hardy, IV to the Accommodations Tax Advisory Committee for a term of one (1) year to expire on February 1, 2005.

C. Riverbanks Park Commission
   This item was held over no action was taken.

EXECUTIVE SESSION DISCUSSION

Upon motion by Mr. Osborne, seconded by Mayor Coble, Council voted unanimously to go into Executive Session at 9:19 a.m. for the discussion of Items D. and E. as amended.

D.  Discussion of negotiations incident to proposed contractual arrangements
- Performance Contracting (Johnson Controls) Mr. Steve Gantt, ACM
- Partners for Livable Communities
- Time Warner Cable Franchise
- **Courtyard at Arsenal Hill
- **Five Points Association
    These items were discussed in Executive Session no action was taken.

E.  Receipt of legal advice, which relates to a matter covered by attorney client privilege
- Board of Zoning Appeals
This item was held over no action was taken.

· Mayor Coble adjourned the Executive Session at 9:57 a.m. to break.

· Mayor Coble reconvened the Executive Session at 12:15 p.m.

Mayor Coble adjourned the meeting at 1:15 p.m.
